The aim of the research is to present an analytical framework for the ethics of AI in Saudi Arabia, proposing a model that extends beyond individual privacy to encompass broader religious, moral, legal, and societal values, in alignment with Saudi Vision 2030. Based on the distinction between unforeseen events, hazards, and risks, the proposed analytical framework distinguishes collective disaster from individual risk in the context of AI systems and advocates a holistic governance approach that prioritizes multi-stakeholder collaboration and proactive policies. In light of this framework, the research analyzes Saudi Arabia's institutional and regulatory framework for AI systems to promote trustworthy AI.
